The law on “zero customs clearance” of cars was signed by the President of Ukraine

It will take effect after publication in the official press, ie from day to day.

Law №7190P, according to which all imported goods, including cars, are exempt from customs duties and VAT during martial law, was signed by the President of Ukraine. It was adopted by the Verkhovna Rada on March 25 and signed by the head of state on April 5. The law enters into force on the day of its publication in the official press. This could happen on April 6-8, 2022.

According to the law, the import of a number of vehicles for individuals will take place without paying taxes – VAT, import duties and excise taxes. And these are not cars for the Armed Forces, but for personal use, new and used.

However, to register a car in Ukraine you still need to pass certification, pay 3-5% of its price to the Pension Fund and funds for the license plate, registration certificate and services of the Service Center.

Thus, the following vehicles can be imported: cars, car bodies, trailers and semi-trailers, motorcycles, vehicles designed to transport 10 people and more, vehicles for the transportation of goods.

There are restrictions on import of environmental standards – not lower than “Euro-2” for cars and not lower than “Euro-5” for trucks and buses. Confirmation of these standards must be in the certificate of conformity required during the state registration of the car in the Service Center of the Ministry of Internal Affairs.

After the abolition of martial law, when import taxes reintroduced, there will be no need to pay extra for cars imported under this law, as the laws have no retroactive effect.
